What does this PR do?
Creates a passing test for the GET method that retrieves a list of delivery orders.
Description of Task to be completed?
A user can initialize a test runner in a virtual environment of the project directory and receive a response that the test passes
How should this be manually tested?
clone repo into a local directory
git clone --single-branch -b ft-test-parcellist-retrieval-161773596 git@github.com:ipaullly/sendIT.gitcd into the sendIT directory
activate virtual environment
source venv/bin/activateinstall dependencies
pip install requirements.txtinitialize test runner
